Legal Question in Personal Injury in Georgia

Family member had rear end collision with person visiting from another country. He hit her from behind. She was taken to jail for not having a license on her. I questioned my insurance company immediately about the situation and they did not contest it since days later they said she was valid in her own country. I thought the law requires this info to be carried on individual when entering the US. I also felt the owner of the car was negligent for giving permission if she didn't have the proper paperwork to drive here. Our insurance company paid a settlement to her and also repaired his car. Aren't they liable to some degree?

Isn't who liable? For what? Your post is incompehensible, and likely too late (since you don't ask about settlements after they happen).
