I do a lot of HOA law. Your questions cannot be answered without reviewing all the condo documents. Proxy voting is recognized by the GA Condominium Act. Consult with a local attorney.

Welcome to Georgia! Georgia's laws often empower community association officers; however, officials must act within the scope of their power. The answer to your question will be determined by reading the pertinent documents that your association has (by laws, covenants, declarations, etc.) and applying applicable Georgia Law(s). Feel free to contact my firm if you decide that you need to employ the help of an attorney.
