Legal Question in Traffic Law in Georgia

I told my room mate that he could use a golf cart to go to work since his bike was stolen. His license is suspended. He drove the golf cart and crossed over HWY 54 where I guess it not allowed to cross. Yet, there are other places nearby that are crossed with golf carts frequently. He got pulled over and was given a ticket for crossing a highway on a golf cart and driving on a suspended license. The golf cart is battery powered and goes 15 MPH tops. I feel like, I'm at fault because I wasn't aware that you have to legally have a drivers license to drive a golf cart. I used to drive a golf cart all the time before I got my license. Can I get some advice to suggest to him as far as plea bargaining or a possible transfer to state to reduce charges? Please share all possibilities.
