Legal Question in Wills and Trusts in Georgia

there has been a couple of recent incidents where my 77 year old mother withdrew $2,000 cash from her checking and accidentally lost it 1 hour later, and a few weeks later withdrew $950 cash and was swindled out of it. it has become necessary for me only to be in control of her bank accounts and other finances. I need advice on how to gain power of attorney rights in georgia.

You don't need a P/A. You need a guardianship. Consult with a local attorney.
