College tuition

A college my son attended allowed him to attend without securing his tuition through college tuition ad sources. Administration of the college told him not to worry that they would ensure the paperwork and information needed would be processed accordingly. Since he has left that college and is attempting to enroll in another college but he can't - because the initial college will not release him of the obligation. He wants to settle but they are not agreeing to any type of settlement to date. The tuition costs for one semester has now reached over $13,000.00. Is their a legal remedy to this and any fault of the college to allow him to attend without securing him securing tuition ad?
