Garnishment
can by wages be garnished for a car debt that happened 9 years ago,they have just garnished my bank account.I was served court papers in 1996

If the debt was turned into a JUDGMENT, then YES they can garnish. If not, the debt may be VOID due to the Statute of Limitations. I would need much more info to advise you.
