Legal Question in Criminal Law in Illinois

I worked as a taxi cab driver in a particular area. A a driver from a cab company not licensed to operate in the same area was found to be operating and picking up fares several times. Do I as a taxi cab driver, who leases the cab from a legally operating and licensed company, have the right to inform, or attempt to inform the competitor driver, that if they continue their actions the police will be called? Do I have the right to prevent the movement of their cab if it appears that that have done something illegal?

If there is an agreement as to where the particular cabs are operating, then that would be a civil matter and the police would not help you enforce that. If the boundaries are set by the town by ordinance, then the police could step in.

For obvious safety and liability reasons, you should not get personally involved in a situation where you see someone do something illegal. You should call the police and let trained law enforcement handle it.
