Legal Question in Disability Law in Illinois

If 1 cop pulls me over and says a different cop clocked me at 36 on a 25mph street. does that cop have the right to pull me over or write me a ticket?

That officer can write you a ticket for speeding but could not testify in court as to how fast you were going. The officer that actually clocked you would have to testify to your speed. The way the police operated in your case gives you multiple grounds to fight your speeding ticket.
