can a person file bankruptcy after getting a judgement? and get rid of judgement. several collections and car repo already!

Sure you can, and that's why many people file bankruptcy. There are a few types of debts which cannot be discharged in bankruptcy, so you will need to discuss this with your bankruptcy attorney before you file.
