Legal Question in DUI Law in Illinois

illegal consumption
in 2006 i was charged for an illegal consumption(but wasnt in or around and vehicles) which was my second one.(1st was in 2004) i went to court in april 07 using the public defender and was sentenced to drug and alcohol classes and a fine. then 10 days later i got a letter in the mail from the state saying that in a week i was to lose my license for a year. i then called the publice defender and asked him what the deal was and he had no idea it would happen. i then got an attorney in the area and reopened the case. when i went back with the attorney i was still charged the same and was not able to get the license back. Can any attorneys out the give me a bit of advice to let me know if i have a case against the shitty state of illinois.
