Legal Question in DUI Law in Illinois

Is there a misdemeanor DUI? I received two tickets. The first DUI and the second no violation, but referred to the first for bond. I was not pulled over, but was fixing a flat tire. This was an Illinois State Trooper and I have a Missouri drivers license. I was not booked, fingerprinted, or jailed. I was field tested and passed the 9 steps test but failed the 30 seconds on one leg. I tried and can not do it at home, instead of 15 degrees OA on the side of the road at 2:30AM. I did not blow ,so they gave me a 45 before suspension, but I retained the MO driver's license. Can someone explain what is going on hear. Thank you
