my daughter is now three months old and her father has not signed up at a putitive father and is not in contact with us, can i take away his visitation rights and still get child support?

No. It's a double-edged sword. If you want money, you must have him adjudicated as the father. As soon as he's adjudicated the father, he has standing to ask the court for visitation. In Illinois, unless you can show he's a danger, he will get liberal (ie, a lot) of visitation.
