Legal Question in Family Law in Illinois

Situation - The parents of this boy are divorced. The dad is living in New York, the Mom is living in town. The boy moved out, into an apartment because of issues with the mom. The mom is remarried and has a daughter with the new person. The boy basically raised the girl when she was a baby. Now the mom and boy don't get along and wont allow the boy to visit.

Does the mom have the right to block the boy from seeing her daughter/his half-sister?

Yes. I am unaware of any law that would allow a court to order any visitation rights.
