can i sue someone if thay dont have insurance to cover damage's to my car

Yes you can sue a person who negligently caused you damage or injury even if that person does not have insurance. The question is, if you win a judgment in court how will you be able to collect? Does the other person have money or other assets you can execute upon to collect your judgment? Is the other person employed so that you could garnish his or her wages? If the answer to any of these questions is yes, then it might make sense to sue the person. You should probably consult with a local attorney to get legal advice.
