Legal Question in Employment Law in Illinois

A colleague of mine has a letter from the deceased former General Manager of the the company granting employment not included in the current collective bargaining agreement. She was promised a position at the company many years ago. The position has been filled by another person after receiving 30+ applications and holding rounds of interviews. The colleague is now threatening to sue for a job promised. Does it have merit?

No clue without knowing a LOT more, but the core question is whether the GM had the authority to make the offer, did anything intervene to negate the offer, and did she accept it according to its terms while it was still viable.
