Legal Question in Employment Law in Illinois

My friend was "laid off" this past year after 14 yrs because the hospital was looking to eliminate jobs. She had complained in the past about racial discrimination because of a difference in treatment between her and another employee. For example she was charged with having to do more and with no help while the other employee was given two assistants and less work. She was let go because the hospital said they were eliminating her job to save money yet they have since posted her old job. Does she have a claim? This is a very brief summary of the facts.
