In Illinois if a repair is under $500 and the apartment is supposed to be air conditioned and you're paying for it to have working air conditioning (regardless of who pays the electric bill to run it), then after proper notice you may be able to get it fixed and deduct the cost from rent. But you must follow the law. If you're in Chicago, Evanston or another city with a landlord/tenant law or ordinance, you may have similar and/or additional rights.
