Meters/Circuit Breaker Access
Recently, my landlord has installed a keyed entry on the basement door. In the basement is access to the Meters and the Circuit Breakers. Only he has a copy of the key and if my circuit breaker goes (which it did) I have no access to it. My landlord works and cannot (or will not) provide us with a key. Is he allowed to do this?

In the city of Chicago, that constitutes a building code violation, but you should look up the relevant building codes for Cicero to see if that's addressed. It's also not uncommon for building codes to require that there be general access to such areas to allow fire personnel to be able to access that in the event of a fire.
