Legal Question in Legal Ethics in Illinois

My car was towed from a parking space that has a sign stating "No Parking When Snowfall Exceeds 2". At the time my car was towed, there was 1" of snow on the ground. I have photos taken approximately 1 hour after it was towed, showiing an additional 1/2" of snow had fallen, totalling 1-1/2". The Condo association says they are not responsible for the actions of the towing contractor, that clearly did not follow the association's rules. My question is: who do I file a claim against in Small Claims court; the condo association for the actions of their contractor/agent, or the towing company?

File against BOTH in small claims court, just to be sure.
