Vehicle Accident

If I'm a resident in Iowa and I suffered $20,000 in damages to my parked car after it was hit by a business truck from Illinois, (I was visiting in Illinois) and the business truck is out of Delaware, what court or courts could my suit be filed?

Illinois law applies and all witnesses other than parties were probably in Illinois, so it is probably best to file there in state court.
