Legal Question in Real Estate Law in Illinois

I have a 13 and a half year old german short hair pointer and we live on a 1/4 acre residental lot in Illinois. I am on a mounted mail route and yesterday the carrier delivered a certified letter. We use an electric radio fence for containment which is allowed in the villiage and he is trained to stay within the confinment which runns about 15 feet in front of the front door. The mail carrier was greeted by the dog when my son and daughter came out to sign for the letter. He left his hand down for the dog to sniff and sprayed him without provokation. Our dog has never growled, charged or bit anyone. What really is upsetting is the carrier was laughing at my 14 year old daughter while she was crying asking him why, "I spray all the dogs that don't bite". I feel that the carrier was over zealous in baiting the dog in with his hand as well as extremely angered over his treatment of my daughter. We had a police report made and I am going to speak with the postmaster Mon. Is there any other recourse if this does not help us as I feel it probably won't? Thanks

If the dog was not injured and did not require veterinary care, that is probably the best you can do. You might also contact the state's attorney for your county.
