Leaves and property lines

Is there any legal precedents for how leaves on one person's property blowing on another's land have been handled. My father and his next door neighbor have a dispute about the ''receiving'' person blowing the leaves back into the yard of the person on whose property the trees are planted. The trees are close enough to the lot lines, that the branches hang over the other neighbor's yard and are creating quite a stir by the two neighbors blowing the leaves back and forth. I am a little concerned that this might escalate. Does the owner of the trees have any legal responsibility regarding these leaves?

The leaves are the responsibility the property owner where they fall.
