I'm paying for the electricity and gas for common areas of my apartment building. What actions against my landlord can I take to recover what I've paid?

In Chicago depending on the kind of building you live in you may be able to withhold rent to reimburse yourself for the monies you paid, but if the apartment is tied into this you may have a hard time figuring out what's yours and what's the landlord's. Have you spoken to the landlord? Have you looked at your lease? There are a lot of unanswered questions.
