Question about entering a intersection on a green light

Could you please tell me what the law is in Illinois about the following scenerio:

Driver is at an intersection with a green light, waiting for traffic to clear in order to turn left. Driver inches out to middle of intersection while waiting. Traffic clears just as light turns red. Driver turns left to get out of intersection. Motorist coming at driver runs red light and hits driver on passenger side. Driver who turned left in the intersection is sited and given a ticket for being in intersection when light turned red. Motorist who ran red light does not admit to fault and police officer on scene states he cannot determine that motorist ran red light.

Who is at fault? Thank you.

The guy that ran the red light. Was anyone hurt, and where did this happen?? If you say Hanover Park, my crystal ball is working quite well.
