my father in law passed away.my wifes sister was on his bank account with him,his will says that everything should be split equally.because she was on the bank account with him is she entitled to all his money in the bank or does she have to split it

By "on his bank account with him" I assume you mean joint tenancy. If this is the case the account belongs to the surviving joint tenant, i.e. your wife's sister. Title trumps the will.

There are exceptions, but that is the general rule. Also, just because your wife's sister's name appears on the account does not mean title was held in the form of joint tenancy. A consultation and a little investigation would be required to sort this out.
