CHINS means a child in need of services as defined in Title 31 of the Indiana Code. The "6" might be a reference to a particular portion of the statute - referring to how a child came into the system - or it may have a reference to the particular court referee handling the matter or otherwise be an administrative number for the court having jurisdiction over the case. Parents are entitled to a full fact finding hearing, as well as to a variety of services for both the parent and child to resolve this situation, as monitored by the Juvenile Court and the local Department of Family and Children. There may or may not be a removal of the child from the home and if there is a removal, it is not intended to be permanent, as the goal of Indiana law is to reunite a family. Children are treated as being protected by the system and there is usually a guardian ad litem appointed to represent the interests of the child, who is a person independent of both the Court and the Department of Family and Children. The Court is required to review the status of these cases on a regular basis (such as every 3 to 6 months) until services are completed and the family reunited or a decision made by DFOC that it will be impossible due to the parent(s) refusal to cooperate and a termination action will be begun. Parents who desire counsel and cannot afford counsel are generally provided counsel and/or referred to local low cost or pro bono services.
