how do i get arrearage child support from the state

The state does not pay arrearage or child support. The non-custodial parent does. If you are asking can the state assist you in obtaining arrears from a non-custodial parent, the answer is yes. You should contanct the Prosecutor's Office in your county and ask to sepak to the person administering the IV D program. If you qualify, the services might be free. If you do not, there is a charge of $25.
