Legal Question in Family Law in Indiana

Hello!

We are hoping you can help us some adoption questions. I am a male USA citizen who married a Filipino in January 2008 and she has been here in the US since September 2008. My wife has a brother still living in the Philippines with his wife and 4 kids. They are struggling financially and he is unemployed. We were considering adopting one of there daughters and they very much approve of the idea and so does my wifes whole family. The daughter is very attached to my wife and always has been. Everything I have read on the internet says that this type of adoption is not allowed since the girl is not an orphan. But on other websites I have read it is possibe if the child is a blood relative. We are confused about what is and is not allowed. We also are not sure about who and where we need to pursue this if it is something that can be done. We also of course wonder about cost. I am no longer able to have kids and my wife wants a child and the next best thing to her own she says is her blood relation. Can you offer any advice or answers or tell us who we can contact to get answers? We thank you very kindly and God Bless
