Legal Question in Credit and Debt Law in Kansas

Did the Obama Health Care bill change the laws on payment of medical bills? Specifically, I have a $950 bill to a local hospital for heart related tests for my daughter. The hospital says I have to set up a payment plan and pay off the bill in 3 months. I had planned to pay $100 per month. She graduated college and her insurance coverage stopped the month prior to the tests. The tests were done in June 2009 and the first bill came in early April 2010. Do I still have the right to pay what I can afford each month or do I have to pay it off in 3 months?

The health care reform bill has nothing to do with your debt to the hospital. Also, you do not have a right to a payment plan. You have a payment plan solely through some agreement of the hospital or collection agency. I am wondering, though, why you are responsible for your daughter's bill if she is an adult.
