can a person become legal grandparent in the state of ky how do you go about legalizing that on paper

It is unclear what you mean by "legal grandparent.". Do you mean a grandparent who has custody of a grandchild? Or having ordered visitation with a grandchild because the parents have denied you visitation?

In Kentucky, a grandparent can seek visitation with a child through the court if the parents have denied visitation, only if the parents are not married (to one another) and if not having visitation would be detrimental to the child.

If you are trying to seek custody of a child, you would have to have some grounds why the parents are unfit, or that you have already been a de facto custodian of the child, and should have visitation on that basis as well.
