Denied visitation

My husband (we have a pending divorce) has denied me one full summers visitation followed by only allowing me to see the children for two weeks this last summer in houston texas (I live in Canada). The custody order states he has to ''fasilitate visitation''. He claims that that means he can determine the visitation to be anywhere he wants and on his terms. I am supposed to get the kids every summer and every other christmas. He has already said he will only let me see the kids in Louisiana this christmas. What dos ''fasilitate'' mean in these terms. Can he prevent me from seeing the kids like he has been even though there is a custody order in place? What can I do about it?

Without seeing the context, "Facilitate" means to me that he is to "cooperate" so that you get the visitation that you are supposed to have, since you cannot be on a strict schedule because of the distance. You need to take him to court.
