my husband wants to adopt my 4 yr old son.we've been married a year and half now.and the biological father is been terminated for 2 years now.we are currently living in maryland. what is the procedure?

You would do a step-parent adoption. Adoptions can be complicated because there are many requirements to meet in order for a Judge to grant the adoption. You should definitely speak to an attorney.
