3 car accident - who pays

Car 1 stopped to let a car turn in front of her (she was on the main road, car was turning to a side street), car 1 had right of way, no stop, yield etc. Minor driver ( car 2) traveling behind & saw the car 1 stopping & can to abrupt stop about 4 ft behind. Car 3 (minor) came over the hill at about 30 mph saw break lights slammed on breaks but slammed into car 2, which push car 2 into car 1. Car 3 totaled, Car 2 damage to rear (underneath), scratches on front, Car 1 minor bumper scratch. Problem Police only took statement of Car 1 (adult driver) so report only from car 1 view, which of course does not say they stopped in the middle of the road. Bottom line Insurance Co trying to lay blame on car 2. BTW car 1 driver tried to leave but minor's parents made her stay. No statements taken from any witnesses of any of the minors. Car 1 statement claim Car 2 hit them then car 3 hit car 2. Car 2 is positive it had four feet. Car 3 is positive it saw brake lights of car 2, but admits they just could not stop (BTW admits fault). Car 1's statement doesn't match the pictures, results of her statement should mean car 2 was sandwiched. Am I wrong? Should pictures prove what happened? How can only 1 statement be used? Any recourse?

You have posted this in the traffic law section, which for me is relevant to my practice of jailable traffic defense. You may want to try and post this in the insurance law or civil practice sections.

But it sounds like you should not accept any insurance company's investigation of the facts and may consider taking the at-fault driver(s) to court. A civil practice attorney could help you with questions like this one and with a lawsuit if necessary.
