credit card fraud

my daughter had a dentist look at her teeth. was told by this dentist she would need a line of credit. i gave her my charge card if she needed it. dentist charged my card $4000 collected the money and never did any work to her. can this be considered fraud

You should report it to the credit card company and protest this unauthorized use of the credit card. This would be the first step.

Your second step should be to immediately file a complaint with the attorney general and/or the consumer regulator. You can fill-out complaints online or by mailing. If your facts are correct, he/she should be reported to the state.
