Legal Question in Criminal Law in Massachusetts

Felony theft (???)
Is it a criminal offense when a relative is holding a portion of your inheritance. My sister has been holding almost $3,000. for 2 years and in spite of repeated requests will not return the money to me.
This happened when I transfered money to her checking account so my mother's funeral could be paid. I was in Quincy, MA when this occurred. Because I live in Georgia, we had agreed that after final expenses were paid from my inheritnce, she would pay me bqck the balance of the money transferred for the specific costs of burying my mother.

I do not think this is, as stated, Larceny. THis may be more of a potential breach of her fiduciary duty or a civil matter.
