Legal Question in Criminal Law in Massachusetts

out of town cop arresting in another town

if a cop from lets say town a has a warrant for a person (mind you a bogus warrant) who lives in town c and works in town b can a cop from town a go to town c where that persons work is and make an arrest not being a cop from town b... in other words shouldn't the cops from the town the person is physically in at the time be the ones to do the arresting?
