non custodial parent keeping kids from activities during his weekend

Can the non custodial parent legally refuse to let our children participate in activities during his weekend visitation? He has told our 2 children that he will not be driving them around to their activities any more. Can the children make the decision to stay with custodial parent in order to participate in activities? Nothing in our divorce decree says anything on the matter.

Normally, visitation is not to be frustrated by "activities." However, the childrenn's needs and schedules must be considered.
