Ethnic Intimidation being used in a domestic situation by police

A friend is being charged with ethnic intimidation in a domestic situation-from what i have read of the law gender is included in the wording-they are charging him with this after he drove by his ex girlfriends house and threw a picture out the window in front of her house of the two of them-she had a PPO on him and they are charging him with ethnic intimidation-they are both caucasion there is no eth nic to this what is going on with this police department-there is no racial, religion influence this is a stupid guy that is head over heels in love with this gal and she has stated in the past the only way to get rid of a guy is to put him in jail-she has previously put 4 other guys in jail for stalking anyway this law was meant for ethnic intimidation what can i do to help him-his lawyer is even questioning why this charge? Has there been a precedent for this and if not who should i contact for resources? Thanks

From what you say, there is no ethnic intimidation. However, perhaps it was the content of some communication combined with certain other things going on in the girlfriend's life that led to the charge.
