Grandparent petitioning for permanent legal guardianship

I am a grandmother who has physical custody of my 2 granddaughters for over 3 years. My daughter has signed temporary guardianship every 6 months. The father has had no contact with the girls for over 3 yrs. the mother lives in MI & I believe the father does as well but not sure. I need to petition for permanent legal guardianship in order to have my oldest granddaughter's medical records released to me so she can be treated for a bone disease. Also to give the girls some feeling of security. The mother has stated that she will sign over permanent guardianship to me. How do I go about accomplishing this. What laws apply to this? Hasn't the father legally abandoned the girls?

There are a number of ways to obtain guardianship. The easiest is to get consent from the childrens parents. It gets a little complicated when one parent cannot be located for consent. In situations where one parent has abandoned the children, petitions can be filed for guardianship, and termination of parental rights. You should get an attorney who can handle the petitions and problems that may arise.
