Legal Question in Discrimination Law in Minnesota

My child is six and has recieved child support once. My family service worker keeps setting his fathers obligation to zero because he is in and out of prison. He only owes $6,000 in arrears. When I call her to ask her questions about why he is not responsible for his own actions she makes comments to me like. "Well you know that he has issues when he is out of prison and he is unable to get a job anyways so what is the point in making him have all this debt that he will never be able to pay off?" I try to tell her that it is not jordyn's (my son) fault he can not stay out of trouble so he shouldn't be punished for it and she told my that "It was also not jordyn's fault I decided to have a child with him but there is nothing they can do about it." She told me that Jordyns dad has always been a trouble maker and a nussicence to society and what she would love to do is just give him a attitude adjustment and then i wouldn't have to deal with this issue. I confronted her and asked "Is that why it gets set at zero because you think he is a drain on society and you don't want to deal with his issues?" She abruptly said she had to go and would mail me out papers.

I do feel discriminated against because i am white and jordyn's dad is black. and i feel she is uncomfortable thtat we had interacial relationship together.

Child support can certainly be recviewed and modified if a person is incarcerated. That is not considered a voluntary condition under case law,
