Legal Question in Landlord & Tenant Law in Minnesota

Safety

Hi, I just move to Minnesota. I signed a contract to a one bedroom apartment on June 30, 2006. My move in date was July 1, 2006. Later that a co-worker and I stop back by the unit. When we notice a male peeking outside of the basement floor apartment one which I would residing. Not to mention the excessive loitering of five other males drinking and smoking. Blocking the entrance when I said excuse to get by they barely moved. Using the key that was giving to me serve no purpose since the door was ajar. Once inside that apartments hallway I notice a smell which I am clear not cigerettes. None of this was visible to me, before I signing. I never move in because I felt that my saftey could be in jeporady. I contact the LandLord explain to her my experience. Telling her that I do not feel safe and that I want my money back. I explain to her that I never took possesion of the property, never moving in on the move in date. She tells me that she doesn't feel that I am threaten and that I should give it another week. I told her no that I don't feel comfortable, that I feel threaten, and that I am a single female that get off work late. She wasn't hearing my plead. Everyone I contact can't seem to advise on what to do, can u?

Did you pay any rent or deposit? Before seeing the apt unit? What was term of lease ( 1 year or month to month?) You may have liability.

I have been a landlord for 27 years.
