Legal Question in Insurance Law in Mississippi

My brother was in an accident in October 2001 in Picayne, MS. They found him at fault because it was a rear end collision even though the other motorist pulled out direct in from of him. He didn't have insurance at the time. He is disabled (slow learner) and I am his SSI payee. He lives off of SSI. The other drivers insurance company is now suing him for the damages and said that if he doesn't pay they could revoke his drivers license. Can they do this? What are his rights? I currently live in VA so I didn't know where else to start. Thank you in advance for your assistance.

The insurance company can't take his license, but the state of Mississippi can if he didn't have insurance. The insurance company can only subrogate (sue) for money they had to pay their insured. They, ins. co., has no authority to do anything to his license though.
