I received an letter titled Execution/Garnishment/Sequestration Application and order, exactly what is this. Is the attorney asking for garnishment or is it done already?

The garnishment has already been filed and probably served upon your employer, bank or whatever. You can contact the creditor's attorney to see what it would take to get him or her to release the garnishment, or you can go to the sheriff's department to make sure that you calim any exemptions that you are entitled to under the law.
