Legal Question in Family Law in Missouri

PLEASE HELP US!!!! We cannot afford a lawyer, but my husband's ex is keeping his daughter away from him by constantly moving around, changing her phone number, and avoiding us. They have a court order saying that he has 50 50 custody of his child and she is supposed to notify him 60 days before she moves anywhere or changes her phone number, neither of which she has done. He finally tracked her down, living an hour away with the man who is on trial for attempting to murder her youngest daughter. DFS is involved but will do nothing to protect the kids, ( she has four all together, none have the same father, and her boyfriend is not the father of the oldest three). My husband pays his child support, but it seems like he has no rights to his child. She is emotionally abusive, he is physically abusive. He is not to have any unsupervised visitation with the victim or the witnesses, but continues to live with her. We have notified the Child Abuse Hotline and DFS, they go out and set up a so called safety plan, she ignores it, we tell them, and they tell us they have to go by what she says, and she is telling them he doesnt live there when he does. She has numerous loans out that she has defaulted on, the collateral for his bail was a car that has a lien on the title, and the loan company is looking to repo it because she is six month behind on payments. She also has a loan out that is over six months behind on a car that she never reported he wrecked, he doesn't have a driver's license, and they sold to a junk yard. Why are these two allowed to live together with these children? They are both endangering the welfare of them, are abusive, and getting away with it despite our efforts. There is so much more going on, but it would take several hours to explain. What can we do?

It seems unusual when someone pleads the case of a child in danger, but then says, "We can't pay a lawyer" Often it turns out that tye have cable television, cell phones, more thatn one vehicle, or other things that one might value less than their child. If your husband is as worried about his child, as you make it sound, and cannot hire a private attorney to protect his child, then he should contact the Attorney General's office in Jefferson City. They oversee the prosecutor in the murder case. Perhaps they can get involved if the minor victim and witnesses are being forced to live with the defendant. If your husbands' income meets the criteria, he may qualify for legal aid or discount representation. If he is current on his child support payments and the mother is refusing to allow visitation, then he may be able to get the custody arrangement changed.
