Legal Question in Family Law in Missouri

My boyfriend got arrested coming out of the parole office his parole officer let him go, well in the parking lot he had his name ran and got arrested for child support they issued the warrent on 3/17 he missed court but they didn't send the letter to his recent address he did just move but he changed his address the beginning of March, anyways he has 1000 cash only its a mis. He said felony pending he just got out of doc Sept 22 and in October they wanted him in court is this normal he just did 24 months in prison. How could he pay child support in there?
