Legal Question in Traffic Law in Missouri
Can I get a ticket for speeding even though I wasn't pulled over?
I was driving about 5 miles over the speed limit, and I saw an officer running radar. and Another one next to him writing something down. They weren't even in a car. Can I get a speeding ticket when they didn't pull me over?

It is possible to get a citation under the facts you described. But, it is highly unlikely that you would get one, if they were not taking photographs.
