Legal Question in Civil Litigation in Montana

I live in Montana . I recived a letter from Oregon The town of Manzanita stateing that i owed them nearly $ 1000 for having a citation for a - dws violation/ota - suspended license - I never had a Oregon license to be suspended . I have had a Montana license over 15 years with no citations . I have always caried insurance. What should i do about this matter , any help would be helpful. Thank you so much. I would get a copy of your Montana driving record indicating that your license has never been suspended and mail it to them with a letter saying that your license has not been suspended. Do they give a reason like nonpayment of fines?
