Notice of Claim in Ch. 13

Could you please advise me in the State of New Jersey do creditors who FAIL to file a Notice of Claim have any rights to try n collect on the debt later on down the line

In order to have one's claim allowed and thus participate in a distribution pursuant to a confirmed Chapter 13 plan, a creditor generally must file a timely proof of claim with the court. There are certain narrow exceptions for infants and incompetent persons, governmental units, claims arising from rejection of executory contracts and unexpired leases, and several others.
