If you are a tourist and you are

found with a couple of grams of heroin can you be given parole?

No. The law is the law. If you have no prior record you may qualify for probation.

You can not be penalized because you are not from New Jersey.If you have no prior record you are defineitely eligible for probation. Parole is a different animal. If you are sentenced to a county jail term, you may not be eligible to be released on parole if you are from another state or country.
