How do i get child support arrears removed?

Hello,

I owe over $10,000 in back child support and want to know how I may get it removed or at least suspended so that I may obtain a passport. Federal law syas that anyone owing over $5000 in back support will not be granted a passport. THE clerk who handled my case in NJ said she would consider halting all further weekly obligations if I could prove I am on public assisitance but mentioned nothing of removing money owed. I need to get a passport to visit someone quickly. What are my options? Also, I was never allowed a dna test by the original judge who heard my case because I had signed acknowledgement of paternity papers. I live in NY but the case is open in NJ.
